Small labels solve big problems

"look, there are special labels for bulk food here, and they are filled in quite regularly." Not long ago, a representative who participated in the "National Symposium on special rectification of rural food safety" said excitedly to his companion when visiting the supermarket in Nanjie Village, Linying County, Luohe City, Henan Province. He may not know that such standardized bulk food labels have been fully launched in large and medium-sized supermarkets in urban and rural areas throughout Henan Province, and supermarkets in some remote villages where the mechanical properties of ABS are greatly affected by temperature have also begun to implement

■ old labels: like rain, fog and wind

small labels that look inconspicuous, but are related to food safety. With the development of economy and society, people have higher and higher requirements for food quality, nutrition and safety, and pay more attention to food labeling. However, some food supermarkets are operating bulk food, and the utilization of this material in China is also on the rise. The labeling of bulk food is unclear, and the disclosure of food safety information is incomplete. The labeling of its raw materials mainly relies on food and microorganisms, and only two or three items of information such as product name and price are marked. At best, it can only be regarded as a price tag, where it is produced, where it is purchased, whether it has been tested, and who is responsible for quality and safety, There is no quality and safety information about who to complain about when something goes wrong. Customers are at a loss when shopping. Many businesses are also "confused", which not only saves a lot of trouble, but also enables some foods with unknown origins and even knowing that they are unsafe to be sold on the shelves. As long as consumers can't get sick, everything will be fine. This situation makes consumers' right to know violated, and food safety is not guaranteed. Many shopping customers are helpless in the face of bulk food with unclear "identity": where on earth do you come from and dare I eat it

■ new label: clearly my heart

in view of the unclear and nonstandard labeling of bulk food and the dissatisfaction of consumers, Henan food safety commission decided to carry out standardized management of bulk food labels, and this work was listed as one of the key work of food safety in 2005

during the Spring Festival in 2005, Liu Xinmin, vice governor of Henan Province and director of the provincial food and Drug Safety Commission, took advantage of his rest time to transfer to shopping malls, supermarkets and market markets to investigate the situation and visit merchants and people. As soon as the Spring Festival holiday was over, he personally convened a meeting with the responsible comrades of the office of the provincial food and Drug Safety Commission, and arranged a task: to carry out the pilot work of standardized management of bulk food labels, conduct extensive research, formulate plans, select pilots, explore experience, and promote it in large and medium-sized shopping malls and supermarkets across the province after improvement. On March 7, 2005, the office of the provincial food and Drug Safety Commission organized the relevant departments of industry and commerce, quality supervision, health and so on to formulate the "pilot scheme for standardization of bulk food labeling in large supermarkets (shopping malls) in Henan Province" on the basis of in-depth investigation of food labeling in large shopping malls and supermarkets in the province. Zhengzhou, Kaifeng and Luoyang were selected to carry out the pilot work of standardization of bulk food labeling in large supermarkets and shopping malls

on July 20, Vice Governor Liu Xinmin led the heads of the provincial food and drug administration, industry and commerce, health, quality supervision, commerce, agriculture and other departments to inspect and guide the standardized management of bulk food labels in Zhengzhou jiashijie and Century Lianhua pilot enterprises, fully affirmed the pilot work, and put forward clear requirements for improving the standardized management of bulk food labels and further expanding the pilot work. On August 16, Henan food and Drug Safety Commission held a summary and on-site meeting of the pilot work of standardization of bulk food labels in Zhengzhou, summarized and promoted the pilot experience, and issued the pilot plan for standardization management of bulk food labels in large supermarkets (shopping malls) in Henan Province, According to the characteristics of food, the labels of bulk food are divided into four categories: food raw materials and processed semi-finished products (including all on-site ready to eat food and other non prepackaged food), raw grains that need to be processed after cleaning, fresh fruits and vegetables, fresh frozen livestock and poultry products and aquatic products

the plan requires that the label of bulk food should be hung or pasted on a prominent position of the container for bulk food. The label must indicate the executive standard, ingredient list, production date, shelf life, storage conditions, place of origin, special labels, safety index statements, testers, supermarkets, services, complaints and other contents. The last item of all labels is the complaint "12315" from the administrative department for Industry and commerce. It is required that the label should specifically indicate the true origin of the product, and the marking area of the origin should not be more detailed than the county-level jurisdiction. Products with pollution-free, green, organic food and other signs must pass certification; Genetically modified or irradiated food must be marked in the label; Fresh fruits and vegetables, fresh frozen livestock and poultry products and aquatic products must be marked with "safety index statement", which indicates whether chemical residues meet the requirements of national mandatory standards. At the same time, the names of the units and individuals that carry out the detection of agricultural residues in food should also be marked on the label. According to the plan, according to the principle of "government promotion, Department guidance, enterprise implementation, and social participation", each province and city will determine 1-3 pilot enterprises to implement the pilot work in four stages from August to December

■ good effect: applause from all parties

in the small supermarket of Guxiang village, Linying County, A farmer who was shopping told the author with a smile: "the content on the small label is very complete. After reading it, I knew clearly the source and quality of the food. Naturally, I dare to buy and eat, and I am willing to buy things here. "

at the beginning of the pilot, some pilot enterprises had a negative attitude. First, they were afraid of leaking trade secrets such as suppliers, and they were afraid that customers with a large purchase volume might buy directly from manufacturers without them; second, they were afraid that too many labels and frequent replacement would increase operating costs; third, they were afraid that strict label requirements would cause dissatisfaction of suppliers, affect business cooperation, and even lead to insufficient supply and reduced benefits; fourth, they were afraid that consumers would often find trouble. But with the development of industry With the implementation of this system by pilot enterprises such as Zhengzhou Century Lianhua, jiashijie supermarket, Kaifeng Sanmao Co., Ltd., Luoyang shengdemi shopping mall and so on, the sales volume and reputation have increased day by day. Some large shopping malls in Xuchang, Luohe and other cities that were not originally pilot cities have also taken the initiative to join this ranks. According to the Henan food and drug administration, the sales volume of the pilot supermarkets has increased significantly since the pilot system of standardized management of bulk food labels was implemented in May. After the implementation of the labeling system, the sales volume of bulk food increased by 35% compared with that before the pilot project; Customers' complaints about food in a pilot supermarket in Xuchang decreased by 30%

insiders reported that the implementation of the standardized management system of bulk food labels has increased the quality and safety of shopping malls or supermarkets. They must strictly check when purchasing goods, raising the threshold for manufacturers to enter the market

"The labels of bulk food in supermarkets are generally very short-lived, and many of them have to be replaced every day, which is very troublesome. But the trouble belongs to the trouble, and we still have to do it. For example, the local pollution-free vegetable testing station should sample all vegetables before they are put on the shelves every day, and issue a test result report, which should be placed next to the vegetables for consumer supervision. Vegetables without a report are not allowed to be sold. These measures make supermarkets I have a clear idea of those vegetable producers who are prone to 'problems'. Some manufacturers of bulk food, there is no certificate on the big package, such food can not enter. This raises the entry threshold for production enterprises and adds a commitment to customers. " Said the head of a supermarket in Linying County, Luohe City

Li songwu, director of Henan food and drug administration, said, "a bulk food label is a contract signed between the supermarket and consumers. Consumers buy food as if they signed a contract, and the supermarket can truly fulfill the contract only if the customer has no problems eating it."

Gao Tijian, deputy director of Henan food and drug administration, believes that labels are classified and labeled according to the characteristics of food, passing complete and reliable safety information such as food quality, nutrition and hygiene to consumers, achieving the purpose of promoting products, guiding consumption, promoting sales and ensuring safety, further enhancing people's confidence in food consumption and ensuring people's food consumption safety

after more than five months of exploration, practice and improvement, the first batch of pilot work on the standardization of bulk food labels in Henan Province has achieved good results. The pilot enterprises have basically established a relatively standardized and complete labeling system for bulk food, realizing a "win-win" situation in which consumers' right to know is maintained, merchants' sales are increased, and the regulatory efficiency of functional departments is improved. Henan food and Drug Safety Commission plans to comprehensively implement the standardization of bulk food labeling in large and medium-sized food supermarkets (shopping malls) in Henan Province from January 2006, and gradually establish a bulk food labeling system

compared with pre packaged food, bulk food is more prone to safety problems, so the supervision of bulk food has also been paid attention to by relevant departments. On January 1st, 2004, the hygienic management specifications for bulk food (hereinafter referred to as the specifications) issued by the Ministry of health began to be implemented. However, the code does not cover all bulk foods, such as fresh fruits and vegetables, raw grains requiring cleaning and processing, fresh frozen livestock and poultry products and aquatic products. The requirements of the code on the label of bulk food are that the operator should mark the food name, ingredient list, producer and address, production date, shelf life, storage conditions and eating method on the prominent position or isolation facilities of the container containing food

the standardized management of bulk food labels in Henan Province is more comprehensive and perfect than the norms in terms of coverage and label content. Judging from the pilot situation, it has achieved good regulatory results. It should be said that Henan Province has created a new situation and made a relatively successful step in the supervision of bulk food
