1) subsidies will still decline after 2019, and the commencement time will lock in the electricity price before the decline

2) close to the power side, which helps to reduce the wind rejection rate

3) the installed capacity is lower than that of centralized wind power, and the threshold of initial investment amount is low, which is conducive to investors' entry
